Read a window of frames without downloading the whole file, using an HTTP
Range request.
JSONL has no index, so a frame number can't be turned into an exact byte offset. Frames are near-uniform in size, so this estimates the offset, fetches a padded range around it, discards the partial lines at either end, and then filters to the frames actually asked for. If the estimate lands short the result is simply fewer frames than requested — never wrong ones, since every frame carries its own number.
Falls back to a full read when the server ignores the Range header (a 200
instead of a 206), so it stays correct against hosts without range support.
